Ok, rant time.

About five weeks ago, I got a letter in the mail from the DC Photo Enforcement people, saying that I had been speeding on New York Ave in Washington DC. They provided a picture of the back of a car, license plate blurry and slightly hard to read. It said:

2L# 098 (Not the correct numbers, for illustration purposes only.)

The # is the debatable character. It was blurry enough that it looked like an N to the police, but I think it was a W.

Okay, here's why this WASN'T ME!!

1) As I mentioned, this wasn't my license plate.
While this car happened to also be a Toyota, it clearly said "CAMRY" on the back of the trunk. I drive a Tercel. This car was silver; my car is green.

2) My car was in the shop. It had (and still has) an inoperable hole in one of the valves in the engine. From April 28th on, that car has had its engine in pieces, parked at my mechanic's in Maryland.

3) I was out with the family that night, driving our van! We were getting portraits done at Sears in Bowie, MD. Nowhere near DC, and I certainly wasn't driving my Tercel (see #2).

So I dutifully put all my ducks in a row to fight the ticket, which was due into the DC Photo Enforcement Court by July 3rd. (Yes, next Monday.) I got my mechanic to sign a letter stating the condition of the car on the day of the supposed infraction... I got my own statement notarized as well as the form I was supposed to send back in... I included a nice, well-worded statement telling them basically what I told you tonight. Sent it on 5 June via certified mail, so I would have proof that I sent it and that they received it by the due date.

Never heard back from them, so I called last Monday to verify that they'd received it. Called and they said "no, we haven't received it." I responded incredulously, "What do you mean? I have proof that you received it in my hand."
"Nope, don't have it."
"How long does it take to process it then?"
"About a week. Maybe two."
"My certified mail receipt shows you got it on the 8th. And today's the 26th. And it's due a week from today. What is up with it?"
"You'd better send it again then."

So I did. Monday afternoon. Kept copies -- learned that from the Army. Sent certified mail again, of course. Should be there tomorrow; I'll check my certified mail receipt online... again...

All this for something that isn't even my fault. Life is stupid sometimes, huh?

Dealing with government bureacracies is always fun. It can be so frustrating that you occassionally can understand why people would rather just pay it than fight it. At least you were smart enough to send it certified and keep copies. I hope you get it all straightened out. I hate those cameras anyway. I'm with the ACLU on this one. I think they should be illegal. They're a little too big brother to me.

Couple of comments here.

I recently suffered at the hands of DC's photo radar myself. Unfortunately for me, I was (as best I'm aware) guilty of the infraction I was charged with, driving just a little too quickly down East Capitol Street.

D.C. is famous for using these photo cops to raise revenue. They claim it's about safety, but they place the devices where they can make the most revenue (then claim they are making such revenue because so many people are breaking the laws and speeding....) Their speed limits are notoriously lower than they should be, and speeds change all over the place -- lower here, higher here, etc.

I was seriously tempted to write a message noting my opinion of the ticket I received, but I didn't. On another site I frequent there was recently a story of a guy being hauled into court for contempt because he had written a "profane" note about a ticket he received for a parking violation being a BS violation... That case was supposed to be decided on Wednesday 6/28, but I've not hear the results. The ACLU was representing the poor guy (one of the few times I'd want them on my side).


Anyway, I wish you the best of luck in arguing the case with D.C. They are seriously screwed up on these things, and they have virtually no incentive to fix it. If they fix the problems and deal with their over-aggressive use of the photo cop equipment they lose revenue. They are far more interested in getting as much revenue out of the hands of tourists -- especially residents of Maryland and Virginia -- then in doing anything to really put a better face on the experience of passing through D.C. It's a big part of the reason why I'm now firmly against D.C. ever getting voting rights in Congress. Screw 'em all. I'm also hopeful that perhaps one day a congressional staffer or two get nailed with the photo radar and get them outlawed for use in D.C. It'll happen sooner or later. The wrong person will get a notice and that'll be the end of the use of them permanently.

BTW, for real fun, search up Gatzo (I think that is the word). U.K. photo radar type things. Look up Gatzo and destroyed. Hopefully you'd find the pictures and long thread that a coworker sent me. It was filled with pictures of photo radar units in the U.K. that had been damaged. Not just one or two, but many. Apparently the people there don't much care for the boxes either

I mean, I have proof that they got the first letter. Proof, nailed, for all the world to see.
Tomorrow, I'll probably have proof of two letters.
But if they don't get them "in time", then it goes on MY record. GRRRAAAHHH!

Be happy that someone with a similar VA license plate doesn't speed or run a red light in DC.

And I will deliver a Bronx cheer and an "UP YOURS" to them.  It would not survive in court.  I got friends in high places here.  DC would find itself in a very strange island surrounded by real enemies (it already does but that is another story).
